By broken, do you mean playable? Mew ex is the combination of Oranguru SUM’s Instruct Ability (Originally on a one-prizer) and a solid attack that can situationally take knockouts, but can’t be the focus of an entire deck due to Mew ex’s fragility and the existence of Pokémon like Raging Bolt ex that Mew ex can’t copy the attacks of effectively. Strong, but not game-harming.
Of course, having Mew ex and Squawkabilly ex and Fezandipiti ex and Radiant Greninja AND Pokéstop all legal in the same format? THAT may have been an issue. (Raging Bolt ex intensifies.)

This would have been a gamechanger 20 years ago, but it’s barely a one-of today.
