Because pokemon-ex were SO FEROCIOUS that they deserved to be on the receiving end of moves that completely prevented them from attacking. Sheesh….

The exs at the time were just more balanced but were still highly playable. Anyway, this card didn’t see much play, there were Pokemon with a Poke-body called Safeguard which prevented all attacks from an ex such as Wobbuffet and Ninetales from Power Keepers and Dustox ex.

So if you have one of these mightyena in play. Is that second attack doing 20 damage? If you had 4 in play and 2 delta persians would that be 240 damage? Since you have 6 metal and 6 darkness?

Even with 6 dual types in play, you’d hit for 60. The ruling at the time was that each Pokémon should be counted only once (you can check it at http://compendium.pokegym.net/compendium-ex.html).
