Since Alessandro’s Pidgeot Control list played another Milotic anyway, I wonder if there’s some potential here to add this one as well. Your opponent gets to pick which Basic Pokémon to Bench, but the Benching is mandatory and could Bench-lock them. If Feebas is already in the deck for Mentally Calm Twilight Masquerade Milotic or the wall Milotic ex, I could see an additional control-oriented Milotic being a fun addition (especially with Borne Ashore Mantine rotating).
