Did this card see any play back in the day?

I am by no means an expert on the era, but I am pretty sure it did not see any play. A few factors to consider:
-Games took more turns back then, so you didn’t get to use the Poké-Power every turn. You had more time to set up your board, so why not use Claydol instead?
-Bench space could be tight (depending on the deck), even more so thanks to Dusknoir
-Poké-Powers could be denied or abused by the opponent, for example:
—Jirachi ex was featured in quite a few decks in 2007/2008
—Cessation Crystal was legal in 2007/2008 (even though it was arguably more impactful during the EX Block).
—Glaceon LV.X saw some play in 2008.
—Bronzong was one of the most popular cards in 2008, paired with sniping from Empoleon. In 2009, spread decks could use Ampharos as well.
—Mesprit saw play in decks like Gyarados, Regigigas LV.X and AMU.
—Power Spray was one of the most impactful cards of 2009/2010. You’d probably use it on a stronger Poké-Power than Minun though.
–Minun is a free prize for Luxray GL LV.X, which was arguably BDIF in 2009/2010. Manectric saw some play alongside Luxray as well.
—Gengar was very popular in 2009/2010, able to OHKO Minun for a single energy.
I probably forgot some other cards, but the takeaway (I think) is: A bench sitter has to be really good to be worth it, like Claydol. Decks that used a bench sitter like Uxie used it for different reasons as well (AMU), could get rid of it (Regigigas) or were turbo decks.

I asked someone who knows a lot about these formats if you mentioned everything important, and they said “Yeah but they didn’t need to write all that, you can just say Uxie.”

I even forgot to mention Gardevoir (which dominated Worlds 2008) interacting with Poké-Powers. But you’re right, Uxie does most things just better than Minun.
Small note that Uxie was not yet legal during Worlds 2008 format, while Minun was.

I didn’t noticed you hadn’t mentioned it, and you DID mention how much Poké-Power denial there was in these formats.
And I’m sure tfw was being a bit tongue-in-cheek with the Uxie comment. He’s definitely aware it didn’t exist yet in 2008, and was just trying to say “Uxie broken” (He has a number of issues with the Gen 4 formats, even 2010 Worlds, which he doesn’t feel is as open as many others have claimed. Probably a topic for its own comment). But yeah, Claydol was still legal and would draw a ton more cards if you ever got to use it.
