You and your opponent play a game of Rock-Paper-Scissors. The winner shuffles his or her hand into his or her deck and draws a new hand of 5 cards. (If you don’t know how to play Rock-Paper-Scissors, flip a coin to decide who’s the winner.)

“If you don’t know how to play Rock-Paper-Scissors, flip a coin to decide who’s the winner”
Team Galactic is less forgiving.

“I play Misty’s duel. I am so totally going to pull off a mini-professor-oak effect.”
“Nah. I’m a pro at rock paper scissors. Rock paper sci.”
“I don’t know how to play that game, bro. I’m going to flip a coin instead. By the way, I have Victini in play”
“You what? You must be joking!”
“Nope. Never learned. I promise you. Now I’ll just use its ability to substitute two coin flips for ….”
“Prove it!”
“N ope!”
“JUDGE!”
Of course, the actual errata ruled that the person playing the card always makes the decision about whether to play RPS or to flip a coin, but it would be interesting to see if an event like that ever occurred ,anyway.

That wouldn’t work, Fliptini only works for attacks.

The Japanese are forever laughing at the rest of the world for the ‘If you don’t know how to play Rock-Paper-Scissors’ addendum.

I’m revisiting this card in light of a comment I made on another card that uses the RPS mechanic – LOR Mr. Mime – and it seems to me like this card isn’t half-bad. The only reason you’d add a card like this to your deck is if you were very good at RPS, in which case the card is effectively reading as “Shuffle your hand into your deck and draw 5 cards.” Misty’s Duel didn’t see much play because even with that effect, Oak and Bill are effectively better options for the format anyways, but when you both to compare it to some of the other draw options for the old-back format (Base+Neo) – Gambler comes close, effectively “Shuffle your hand into your deck and draw 4.5 cards.” – it’s actually probably your third best option for the era.
You will eventually see “Shuffle your hand into your deck and draw 5 cards.” show up as Professor Oak’s Research in Expedition, and that Supporter saw a decent amount of use during e-Card (and again when it got ADV/PCG reprints).
