Misty’s Starmie in RGBY has Water Gun and Bubblebeam so this is about as faithful to the games as you could hope for the card to get. It doesn’t seem to be an intended goal of the Gym sets, though – a couple quick checks; neither of the Brock’s Onix cards have Bide, none of Sabrina’s Pokémon have the Psywave attack, it’s kind of eh overall? – so it might’ve just worked out like this.
