If the attack is being copied by another Pokemon, for instance, they may be able to use the attack but not discard the energy.

theoretically it would be a possibility, but I think there aren’t any pokemon that is able to copy attacks without energies (aside from kingdra, who’s limited to its own evolutionary line).

Clefairy and Clefable can copy the attack with Metronome and it’s possible to do that without any fire energies.

Yes, and they can fullfill the attack requirements if you get tails on the coin flip. What we were wondering if there was any attacker who couldn’t fullfill the conditions of the attack getting tails (not having any energy).

Well, getting heads in this case already justifies the need for the restriction text.
It would still apply for tails, even though there wasn’t cards capable of doing so by that time.
If you are wondering if it is possible at all, it is in Unlimited. Mew-EX against Moltres with a benched Clefable and Dimension Valley could pull that off.

Ironically, metronome users without R energy attached to them can only launch this attack if they flip TAILS.

This card and the corresponding Articuno are erroneously credited; Naoyo Kimura did the art in these scans. Toshinao Aoki did the Japanese versions. (The Zapdos is correct.)

Oh, wow, great catch! I would not have noticed this. No idea how Zapdos alone was entered correctly but all three legendary birds are now attributed to Kimura.
