Why does this have a lower rating than the other one? This one’s obviously better. I mean just think about it. Let’s say that the opponent has an attack that does X times 20 (or 40, 60, etc) damage. In every situation, this would block the damage, while in every situation, the attack damages the other one. Another scenario: an attack does X times 10 (or 30, 50, etc) damage. This one would block the damage if X was even, and the other one would block the damage if X was odd. So, in theory, this one has a better chance of blocking attacks, but in reality, who knows, maybe there are more attacks with an “odd” damage.
