Why did the scan quality got worse on some sets? Like this Murkrow for example, even the base set has better scan quality than this.

Some of the oldest sets have scans from Pokemon Paradijs, who actually did a very good job with the equipment they had access to at the time. Some of the cards in the EX-DP era, though, are sourced from various other places and at … varying qualities. JP has been working to scan and remaster many of these, but it’s slow and meticulous work.
