Um… Why would this card ever be used? The only time that it would be asleep is if it had been hit by a Laser, and that’s a 50%chance that you’ll stay Asleep. I mean, it’s not that bad, but why???

Presumably dream waltz is just there for flavor. The existence of basic pokemon that can match Dream Waltz offensively renders the move essentially pointless, sleep status or not.
The real head scratcher here is the fact that sleep isn’t even all that prominent in BCR, severely limiting the odds of Dream Waltz ever hitting for ninety in sealed, which is where this would presumably be used.
