This thing was printed as an uncommon in the Japanese expansion. I can only imagine that this was shifted up to rare to dilute the quality of pulls from the pack.
Either way, there is NO excuse for Dream of Memories being printed as an attack rather than a once-per-turn ability.

In the Japanese/korean versions rares are only the rare holos. in english there is a lot of non holo rares and these are always uncommons. Many decent cards from recent times have been uncommons in japan/korea

Doesn’t change that sets are 95% unplayable in all countries and Dream of Memories could be an Ability (Uncommon or Rare).
The Japanese sets are more appealing though… those foils! *_*
