You’d need 1 Energy of any type to pay for the “base” cost, and then you could do 2 Rainbow Energy for the additional Energy. 3 Energy total.

There are many cards like Rainbow Energy in the Pokémon TCG; some count as all Types at once, some only count as certain Types (Blend Energy cards, Unit Energy cards), but unless they explicitly say otherwise (like Counter Energy), they provide only one “unit” of Energy at a time. It is just that unit is simultaneously all (or multiple) Types at once.
Chaotic Order-GX has a printed cost of [C], then specifies “…at least 1 extra [P] Energy and 1 extra [D] Energy attached to it (in addition to this attack’s cost)…”. So it has to be in excess of the printed cost, and the wording makes it so that you need two different Energy cards. I don’t have an official ruling for this, however.

Note that since the cost never explicitly mentions cards, you don’t need two or even three different Energy cards; you only need three units of the necessary Energy given by said Energy cards.
If something like Scramble Energy were printed and worked with this, you could get 3 units of Energy and get the additional effect with 1 Energy card.
