Because no-one really knew what they were doing back then and the Pokémon TCG could have died after 3 sets.
Though I find it funny how Pokémon is part of the big 3 for cards (including Magic the Gathering and Yu-Gi-Oh!), yet is the only one that doesn’t rely on cards solely.
