Between this card and Morty’s Ninetales, it’s clear that Ninetales is a “soft” ghost type, sorta like how Golduck is a “soft” psychic type (see, e.g., Sabrina’s Golduck)

Stadium 2 would’ve been your best chance of that and no, he doesn’t use one there either. I quite like the Pokémon assigned to the Gym Leaders in Pokémon VS – some stuff is clearly contradictory to the games (as much as I love the idea Jasmine used to be an Electric type Trainer, an NPC says she used to be a Rock type GL, and her gym clearly fits the Rock type) but it’s fun flavor nonetheless. The G1 Gym sets were neat too, I like the idea of Erika having a Dragonair.

The reference to a 1000-year curse in base set Ninetales’s flavor text, and the Will-o-the-Wisp move on Brock’s Ninetales, suggest a ghost-y energy is going on here. I assume that’s tied to the Japanese mythology it’s based on.
