Not very useful at all now.. but its time is yet to come.
If you really want a fair appraisal of this card, take a look at Hypnotoxic Laser · Plasma Storm (PLS) #123. 120-170 +three burn phases, a poison phase, and a 50% chance of sleep by the start of your enemy’s second turn if you go first, with the gust of wind option as a mere bit of icing on the cake.
Alternatively, you can cause nightmares just by having it sit on the bench,and it is in a fairly dominant modified type with an accessible energy cost off usage. Your opponent may well get the “Paralyzed” status condition himself. Just having a Vulpix sitting on your bench means that you could potentially evolve it, switch it in, use its ability, then hit any one of the opponent’s pokemon for as much as 120 damage+10 poison damage in an instant.
