Modified wasn’t big in Japan, if there even was such a thing at all there.
That’s why this card was made in the first place, Removals were still super popular. That’s also why Neo Destiny had Dark Crobat but their hadn’t been a Dark Golbat since Team Rocket. Leaving the card orphaned in America, since Pokemon Breeder had also been long since rotated out.

Japan had a Restriction list. Like the previous DP-on Extended format, you couldn’t have more than a total of 4 stars in your deck

What was so good about Erika’s Jigglypuff · Gym Challenge (G2) #69?
The format there would be quite interesting. Looks like they could covered most of the old international archetypes

That system actually sounds pretty neat to me. With some tweaking it could really prevent powerful cards from being over used without having to ban them out right, while encouraging verity and creative deck making.

Erika’s Jigglypuff was fairly well regarded at the time. After all 40 damage for two colorless, on a basic, was pretty nuts back then. With Gust of Wind you could really start to throw down some damage quick while powering up your bench. And on lucky flip it could one shot babies. And some Oaks and Power Plus meant it could even one shot something with 70 as well.
