The Tera requirement makes a big difference, restricting what decks it can be added to.

I mean, there are plenty of basic Tera Pokémon you can add to your deck if it’s more optimal for your deck than Pidgeot ex. Teal Mask Ogerpon ex for extra draw, Wellspring Mask Ogerpon ex for locking and potentially multi-knockout turns, Cornerstone Mask Ogerpon ex or Pikachu ex if you don’t want them to get Boss-KOed, and Terapagos ex for an efficient attacker (But not quite so efficient after Double Turbo Energy rotates). That way you can also run Area Zero Underdepths to give you extra room for your Noctowl, Rotom, tera Pokémon, Fezandipiti ex, and other important things.
Yeah, I’m sure you already know all this. Suffice it to say that the only real restriction on playing this card is 1) whether you have space, and 2) whether Pidgeot ex would be better.
