I wonder why this was the first Noibat to actually be dragon-type?? Why were all the other Noibats in the TCG flying-type??

It’s a Flying/Dragon type. Dragon is its secondary typing in the game, its primary is Flying

Yeah, but the TCG almost always keeps a Pokemon line’s typing within a set consistent whenever possible. e.g. if the Garchomp in the set is Dragon-type, then the Gible and Gabite are, too. The only other exceptions I can think of are Applin (same deal as Noibat) and the Psychic-type Oddish and Gloom from Legends Awakened.
I was thinking maybe they think Dragon deserves to be special and not handed out to random unevolved Pokemon, but there are times the card designers seem to be mistaken about a Pokemon’s type (see: Seel having a Metal weakness for several generations despite being pure Water) so it’s entirely possible that’s what happened here. They just assumed it was a Pokemon that gains Dragon upon evolving like Swablu.
