I think this card was overlooked because of it’s low HP. Having your opponent play with their hand face up is definitely nothing to scoff at.

I would think most useless filler would beat this. 40 HP and evolves from Mysterious Fossil… yikes. You’d be lucky if it hits the field for more than 1 turn. Even then, it wouldn’t have much of an impact.

Yes, but most(not all, some were Gen III/IV cards) of the filler Pokemon were also cards who are HGSS-on in a format with Pokemon Catcher, so they don’t really have it much better XD.
This might be useful in a Trainer denial deck actually; see what your opponent has, if they have Trainers worth, discarding, Lass is devastating.

Commenting over a half a decade late – because that’s when I saw this question – remember that this is a Stage 1 card, not a Basic. At the time, it could only enter play by Evolving from Mysterious Fossil… which may not have given up a Prize when KO’d but still only had 10 HP. XP In a format where the only “first turn” rule was that neither player could manually Evolve his or her Pokémon on his or her first turn.
Now factor in Gust of Wind, like Ziggmiceter said… as well as Computer Search, Item Finder, PlusPower, Professor Oak, and probably a few other cards that would matter right when this first released. Oh yeah, Muk (Fossil) was in this set as well!
