Omastar got a BREAK, Kabutops didn’t. The TCG hasn’t really treated these two cards as perfect counterparts, but they do usually show up together. In terms of a head-to-heads across the years;
Base era Fossil: Kabutops got a holo, Omastar didn’t (1-0 for Kabutops)
Base era Promos: Omastar got a [JP-only] holo promo, Kabutops got nothing (1-1)
Gym era: Nothing for neither card. (score remains 1-1)
Neo Discovery: Kabutops got a holo, Omastar didn’t. (2-1 for Kabutops)
Neo Destiny: Kabutops got a Shining card and Omastar didn’t, but Omastar got a Dark card and that’s pretty neat too (+1 for each, bringing us to 3-2)
VS: Both get cards in the main VS set (4-3) …but Kabutops gets a second VS card in an Alto Mare half-deck (5-3)
Skyridge: Kabutops gets a holo AND a Crystal card, and Omastar gets neither (+2 for Kabutops, putting us at 7-3)
EX Sandstorm: Kabutops gets an ex, Omastar gets a holo – that’s JP only, but we’re so far behind we’ll give it a point as well (8-4)
Legend Maker: Kabutops gets a holo, Omastar does not (9-4)
Holon Phantoms: Both get δ holofoils (10-5)
Power Keepers: Omastar’s EX Sandstorm card gets a reprint ..but Kabutops gets a new card, too. (11-6)

Fates Collide: As mentioned, Omastar gets a BREAK and Kabutops doesn’t, making it the first time in a very long time Omastar edges its competition out (13-7)
Gen 7: lol, except not. It’s surprising neither one gets a card in this era. (13-7)
Omastar has been announced to get a V card in Japan’s S12 set, so Omastar might have another chance to start recovering from the huge power gap between these two classic fossilmons, but if the overall trend continues, expect an announcement soon regarding a Team Rocket’s Dark Shining Radiant Kabutops VMAX VSTAR BREAK-EX Gold Star Fusion Strike GX-SP Prism Star 𝘾 (Amazing Rare).
