Anyone know how this would interact with Porygon from Base?

I’d imagine if the Pokemon has no weakness to begin with it would go away, but Porygon’s effect is permanent…

I remember a discussion referencing this card on Weakness changes not being considered an effect, but couldn’t find it.

This ruling was probably figured out from a Q&A on the Japanese website. The Q&A explained what happens when you use Pachirisu’s Trick Sticker attack against your opponent’s Active Pokémon, then follow up next turn with BKP Zebstrika’s Crashing Bolt attack. The answer said Crashing Bolt would deal 100 damage. (That’s 50 damage doubled because of Weakness.)

That’s interesting because Zebstrika has an Ability that says damage from your Lightning-type Pokémon’s attacks “isn’t affected by any effects on your opponent’s Active Pokémon.” So if changing a Pokemon’s Weakness counted as an “effect,” Zebstrika’s Ability should ignore it. But the Weakness actually did apply, which suggests that changing Weakness isn’t considered an “effect” at all.

There were later discussions about whether changing other parts of a card count as “effects” or not, like a Pokemon’s type, HP, Resistance, or Retreat Cost. But those conversations might’ve happened across the pages for a number of different cards rather than all being comments on a single card.

(One thing worth keeping in mind is that Japanese Q&A rulings work differently than English errata. In Japan, these rulings aren’t meant to set new precedents or create new rules. They’re just there to clarify or give examples of rules that already exist in the official rulebook, so if the English rulebooks aren’t clear about what’s going on here, you may need to check the main ones.)
