Once during your turn (before your attack), you may have your opponent switch 1 of your Active Pokémon with 1 of your Benched Pokémon. Then, you switch 1 of the Defending Pokémon with 1 of your opponent’s Benched Pokémon. This power can’t be used if Palkia is affected by a Special Condition.

Well, even though it’s not an officially supported format at the moment, it’s a good design idea in principle to write card sin such a way that they can be properly adapted to 2v2 battles.
Onto the card itself, restructure may seem sketchy at first(it’s symmetrical!) , but Palkia’s attack has the dual function of supporting your bench -thus showing synergy with the power- and serving as a reminder that you will be in control of the effect, and as such it will only be used in situations where it will benefit you.
I personally like cards that feature an attack with an effect that helps “explain” why the card’s ability/other attack is powerful.
HEZ
I’ve seen people using Double Gust just to get another “Catcher” effect in their decks so I don’t see why you wouldn’t use this in the same way. If you can work some free retreat abilities into your deck it becomes very powerful especially seeing as you can use it from the bench.
Attacks that move energy from the attacker to the bench are also deceptively powerful as you get to attack and not worry about your active getting KO’d and loosing your energies and Palkia doesn’t need to worry about getting stuck in the active spot afterwards due to its Power.

My friend made a deck with this and Beedrill GE which I actually almost played at Nats in 2008 (or was it 2009?) instead of Gardevoir/Gallade. It was sorta legit, but very fragile.
You would try to get 4 Beedrill in play along with 1 of these, then send this active and use its Power. There was no Catcher in the format, so getting to pick off Claydols was very strong.
Jirachii
This is one of the best looking Lv. X cards in my opinion. This angle sort of helps you envision just how large and powerful Palkia actually is. It makes me wish more giant legendary Pokemon artwork was created with this approach. Restructure is a very flavorful Power for a Pokemon like Palkia, that is known for it’s ability to manipulate space in the lore. The trippy red background is likely meant to represent the energy that radiates from the Red Chain used to control Palkia and Dialga in the lore. Ryo Ueda is definitely one of my favorite 3D/CG artists working on the game.
