A lot of Sugimori’s old stuff utilized different poses and such that he drew during Gen 1 for the different releases. From Gen 3 onward, his artwork was mostly used for the “Stock artwork” for books, promotional items, etc. It isn’t that his art got worse, but that this kind of stock art is not super well utilized on a card.

I will say that the early Ken Sugimori artwork being hand-painted with watercolors makes the later artwork feel like a downgrade, but the fact that the early artwork was used for only a few years and that most Pokémon had at least two pieces of it also helps to make it feel more special than the artwork that’s been used consistently across dozens of websites, books and other media for over 20 years now.
Although Pokémon didn’t actually phase out all the artwork until well into generation 4, as the Kanto Pokémon didn’t seem to get new stock artwork until FireRed & LeafGreen, and the Johto Pokémon didn’t seem to get it until HeartGold and SoulSilver (The games AND sets of those names). Or at least, if the artwork was made earlier, it didn’t trickle its way down to evolution box thumbnails!
