This falls into the all-too-common mold of delta pokemon whose only unique abilities are ones exclusively designed to interact with delta species. No thought is really given here to why Pichu is steel type. The art does not indicate any shift, it can only deal steel type damage with TMs,and the card itself is devoid of flavor text. It’s very much an interesting idea that should be revisited, but I wish the developers had put more energy into developing the Holon region. It could have at -least- gotten a few chapters in one of the mangas…
