3/17 of the normal rares in this set are pokemon that are strictly worse than basic energies, due to the fact that they were not being printed alongside their pre-evolutions. VIctreebel ,Nidoqueen, and Vileplume are all stage 2s. There is a VERY good chance that sealed players will pull at least one dead rare,and in fact it’s actually feasible for a player to draw a set of four rares that aren’t even playable. Thankfully modified was and has always been the mainstay of the TCG.

Why would anyone draft Jungle or Fossil without also drafting Base? Dead cards are the least of your problems when you’re drafting entirely from a 48-card set…
