I would have LOVED it if Baby Pokémon were incorporated into the TCG by giving benefits to the Evolved Pokémon, but have that text tied to the Baby Pokémon instead of the Evolved Basic. As in, have a Pichu that has an Ability* that allows evolution into Pikachu that says something like “If this Pokémon Evolves in this way, once per turn you may put a Basic [L] Energy Card from your discard pile into your hand.”** Bit of a shame that Baby Pokémon mechanic isn’t actually incorporated into the TCG at all since the DPPt era ended.
*Or some text that would allow the effect to remain even if the hypothetical Pikachu Evolved into Raichu.
**Or some other effects that could keep up with power creep.

Most of the Baby Evolution Pokémon from Generations 3-4 were not utilized. Even Pokémon that were meant to utilize the effects like Blissey MT had to consider whether it was actually worth the deck slots. Baby Evolution being a PokePower made it vulnerable to Power hate and lock. The best examples of Baby Evolution being solid are with Wobbuffet Legend Maker in lock decks and Electabuzz Delta and Electivire DP which had some small success in 2007
