{G} → Burst : 40
Flip a coin. If heads, Pineco does 40 damage to itself and 10 damage to each Pokémon on each player’s Bench. (Don’t apply Weakness and Resistance for Benched Pokémon.) Flip a coin. If tails, this attack does nothing (not even damage).

It likes to make its shell thicker by adding layers of tree bark. The additional weight doesn’t bother it.

This must be a typo with the two “flip a coin”s, right?

I’m not sure. It actually might mean to flip 2 coins. If the first one is heads, it self destructs. If the second one is heads, the attack does nothing.
It’s likely an error though.

“* Here’s how it works. There are actually 2 flips! The attack does 40 damage [to the opponent]. Then flip a coin, if heads the attack ALSO does 40 damage to Pineco AND 10 damage to each benched Pokemon. Then flip another coin, if that second coin is tails, then this attack does NOTHING (not even the regular 40 damage). So there are three possible results:
First if both coins flips are tails, the attack does nothing.
If the first one is Heads, and the second is tails, this attack STILL does nothing!
If the first flip is tails and the second is heads, the attack does 40.
If the first is heads, and the second is heads, the attack does 40, and 40 to itself AND 10 to each benched Pokemon. (May 31, 2001 WotC Chat, mid-point Announcement)”
There’s a reason I keep every version of the Compendium on favorites.

They had to issue a ruling because it was a problem they created themselves – yes, I know, how unexpected for WOTC. The awkward wording of this gave it away; as the “Flip a coin. If tails this attack does nothing (not even damage).” at the end was lazily tacked on by someone who decided they needed to ‘fix’ this attack.
Original text for reference (single coin flip); 自分にも40ダメージ。おたがいの控えポケモン全員にも、「弱点・抵抗力」に関係なく、それぞれ10ダメージ。コインを投げて「うら」なら、このワザは失敗する。
