This is Tomomi Kaneko’s first artwork for the TCG. They are a GAME FREAK staff member (and/or contract employee) who has so far been credited on Pokémon: Let’s Go! (Design Artist), Sword and Shield (Concept Design Planner), Legends Arceus (Concept Artist), and Scarlet/Violet (Concept Artist). I’ve also noticed Kaneko has received credit in the Pokémon anime (2019 series; “Journeys” to the western audience) though this doesn’t necessarily entail any direct work it.
Kaneko’s Piplup is followed some years later by a special artwork of Banette. The timeline of her contributions parallels Fumie Kittaka’s contributions to the TCG, another GAME FREAK employee with a number of in-game credits as an artist for the Pokémon games.
