It could be something Keiji Kinebuchi came up with of his own accord, or someone from Creatures suggested it to him apropos nothing, or it could be a concept that existed in design drafts that just never made it to the final edition of the games. I’d compare this whole “LIFEFORCE [in-?] Pocket Monsters Energy Charger Mk.1” to two other cards from Base Set;
· Pokédex, originally ポケモン図鑑HANDY505, has a model number that’s in the same boat – is it something made up for the TCG, or does it have its roots in dialog that was meant to be appear and got scrapped from Red and Green/would be scrapped for Gold and Silver?
· Impostor Professor Oak, a character who appears in the prototype versions of Pokémon 2 – later Gold, and even later than that Gold and Silver, by which point Impostor Oak is no longer in the game.

I’m not entirely familiar with errata rules, but is this still playable as it is written, or do you have to play it like you would the stadium card with the same name?

The general rules for cards that are reprinted with substantially different effects is that, unless an errata for the older versions is also issued, it is not legal to use in Organized Play. So you couldn’t play it at all. Many years ago, that was not the case. The ruling was to play older versions of cards that had been reprinted as if they were the same as the most recently printed version. Either way, you’re not playing it with its original effect and stats.
And yes, when I first made this comment, I somehow left out the “not” in the previous sentence. ¬_¬
