This card, much like Lucky Stadium 41, was made to commemorate the opening of the Pokemon Center in New York City.
This is actually a CG rending of the Store’s second floor. I believe this was the area were patrons could battle and trade Pokemon.
Unfortunately, the Pokemon Center was converted to the Nintendo World Store in the mid 2000s and photos of the whole interior are pretty hard to come by.
But if you look closely at the second floor, in this photo of the Pokemon Center exterior. You can make out the ceiling depicted in this card’s artwork.
