That was pretty much intentional. This card originated from Japan’s SM6b “Champion Road” subset that contained spiritual reprints of cards from the Neo, e-Card, and EX series. This also contained a few Pokémon-GX, which had new artwork that was actually similar to the art of Pokémon ex they were based on.
As for this card, it also got a [secret print](https://pkmncards.com/card/pokenav-celestial-storm-ces-181/) with new artwork by Toyste Beach.
