The designer of this card made the same mistake that ALL OF US did. Prior to gen 3, we weren’t told what exactly Tail Whip did, from a flavor perspective (“A move thats lower the target’s Defense. Useful against tough, armored Pokémon” is the most complex description in Stadium. Even with the animations, there was no expectation that contact moves would display the pokemon contacting at all.). Many people assumed that the pokemon literally lashed his tail against an opponent in order to knock off his armor or cause him to drop his gaurd.
In actuality, the pokemon is merely “shaking its tail cutely” How could you deal 20 damage to someone (that’s a Cherubi powered solar beam, right there) by looking cute? You can’t.

At least this guy has Tail Whap instead of Tail whip…
But screech has a similar effect in game (reduce defense) and they simulated it in Neo Genesis Onix by increasing in 20 any damage taken by the defending Pokemon. They could have done the same here (maybe with 10 instead of 20 since screech lowers defense by two stages while tail whip lowers it by only one in the games)
