That explains why its in his deck in the Game Boy game.

Presumably he stole this from Kinebuchi’s computer while he wasn’t looking…

Until I learned of the free retreat cost on the Team Rocket Porygon, I considered using this is my PoryDonk deck, so my opponents could tremble at the idea to getting owned by one of the game’s absolute worse cards.

Of all the cards in all the sets that ever existed, BASE SET PORYGON was apparently just too strong for a straight buff in the upcoming 20th Anniversery concept pack.
Sigh.

Agreed. This “Conversion 3” attack in the upcoming release should be an ability, and have an attack like cool porygon (3-D attack).

I tried building a strategy around this Porygon in the PTCG1 for the gameboy because Porygon is my favorite Pokemon. I tried making a setup where I first use Conversion 1 and then switch in order to use the opponent’s weakness. I used one such deck using Dodrio (for Retreat Aid) and Electabuzz and another deck using Golbat and maybe also Scyther. However I found that even in those decks —which were made to abuse Conversion 1— the best strategy almost always was to not play Porygon and just attack normally with the other Pokemon. The best thing Porygon could do in those decks was as sacrifice for ITem Finder and Computer Search. And to make matters worse, Porygon was risky because some opponents in the game can 1HKO him. So it is possibly to lose some duels in the game before even reaching your first turn. Mitch is an example of someone who can make you lose before your first turn this way.
Another strategy would be to try to stall using Conversion 2. Maybe I will use that, but it can be easily avoided using Normal types. Porygon’s 30 HP does not really help with this either.
Note that both strategies are worthless against good opponents. They can work in PTCG1 only because the CPU players are bad and use bad decks.
This is one of my favorite cards in the Base Set because it looks beautiful, Porygon is awesome, and the attacks have cool effects (even though it would be much cooler if it could actually be used competitively). However unfortunately the card is also one of the worst cards in the Base Set, possibly tied with Gastly.
In PTCG1 this card is probably the single worst card in the game.
– Base Porygon is worse than Base Gastly because Base Gastly can be used to evolve to Fossil Haunter. Even though Base Gastly is vastly outclassed by the far superior Fossil Gastly for this purpose this still means that Base Gastly can be used for something useful besides being sacrificed for cards like Computer Search. In addition to that Base Gastly has no weakness and therefore is safer in the case that you start with only him in your hand. As far as I know no CPU player can 1HKO him on their first turn without Plus Power.
– Base Porygon is worse than Imakuni? because Imakuni cannot cause you to lose the game by being the only card in your starting hand. In addition Imakuni? can be used to heal sleep and paralysis and if used on a Pokemon with no retreat cost and with a suited Pokemon on the bench you would have to get 2 tails in order for it to really impact you. The first tails to prevent switching and the second on your attacking attempt. Of course Imakuni? is vastly inferior to Switch and Full Heal for these purposes but like with Base Gastly having a purpose besides being sacrificed puts him ahead of Base Porygon.
Porygon cards tend to be bad but the first one might be the worst of them all.

The prototype of this card had 60 HP, was level 19 and Conversion 2 was originally Tri Attack, which has you flip two coins and does 10x the number of heads.
