Apparently Base Porygon was considered to be too good to be only buffed. Perhaps they were afraid that he might become as overpowered as powerhouses like Base Gastly if he were to be only buffed. Thus it seems that they therefore compensated for his buff in HP by removing his resistance, removing one of his moves, and nerfing the move that remains.
Here is an idea for the next version: Give it 90 HP but make it’s only move be Conversion 4 which is like Conversion 3 except that it only works until the end of the opponents next turn. Also his retreat cost should be 4 energies to compensate for his overpowered HP.

It’s nice and consistent that, 20 years after Conversion 1 and 2, we get to see Conversion 3 :)
