In Japanese, it’s actually the same as “Hyper Beam” — Ambassador posted about this on BS Dragonair last week!

Destructive Beam is actually the same attack as Removal Beam¹, which is functionally identical to Hyper Beam ..in terms of flavor they seemed to create it so weaker Pokémon could have access to the attack, under a slightly different name².
¹ Originally はかいビーム [𝐇𝐚𝐤𝐚𝐢 𝐁𝐞𝐚𝐦], or “Destructive Beam”.
² Originally はかいこうせん [𝐇𝐚𝐤𝐚𝐢 𝐊𝐨𝐮𝐬𝐞𝐧], which can also translate to “Destructive Beam”. See what they did with the name of Hakai Beam?
