If this were printed today, Tantrum would confuse the defending pokemon instead. It could even be named after a move in the game, “Dynamic Punch.” Compare this to Roserade UL 23. The effect would be different (confuse on energy attach rather than flip) but the pokemon would be functionally similar to a primeape with the confusion reversed

More than a few moves that had been absent for a long time and returned during the BW era of the TCG got completely reinvented, but anything that came back during XY, or later than that, typically retains its function. Tantrum is part of the latter group – the move did come back a few years after this post was made, on BKT Granbull. The only real change to its functionality, so far, has been that self-Confusion is guaranteed.
