I like how they made the artwork slightly different from Base Set Oak by zooming out some, and gave it a different name and effect. If they’d have simply reprinted Oak, it would not only retroactively supporter-ize another classic trainer and upset a subset of fans, but it would also likely throw an additional layer on the Sycamore/Juniper ruling in all formats.

I understand your point, but I believe this to be a very bad card that never needed to exist, and worst of all, could have been used to solve other problems in the game.
First, ignoring all of the card’s history, it is one of the worst Supporters available. Ending your turn is a crippling effect, and even without this the card would just be “Bianca+1”. Bianca has been supbar at best; while she theoretically could draw six cards off the top of your deck, even at the times when competitive play was all about running decks that played the hand down to a Supporter before reloading, that kind of return wasn’t happening enough. It is anecdotal and unscientific, but paying attention to such things while playing, I found she usually drew three cards, so basically I could just run Cheren (later Tierno) for a reliable three card draw, or risk being unable to play Bianca at all in order to maybe draw up to three more cards. Actually, none of those three were competitive except perhaps in niche circumstances.
Drawing until you have seven cards in hand is an improvement, but still not enough for competitive play. Ending your turn ensured it was far worse than those three I just mentioned, and nearly every other draw Supporter. This trick worked for Tropical Beach because it was a Stadium card, much like the “Draw until you have six cards in hand.” effect is amazing on Shaymin-EX (ROS) because its an Ability, not a Supporter or attack, and thus you can use it in addition to a Supporter, without it ending your turn, etc. In fact being a “Supporter version of Tropical Beach” adds a little insult to the injury of having another bit of filler in the set.
What really bothers me is that I very much WANT older cards like Professor Oak re-released as Supporters, complete with errata for the older versions. Professor Oak was one of the many “too good” cards that I think warp the Unlimited Format. I am not married to this notion, however, because hey I haven’t bothered with the Unlimited Format in years. So let’s move onto another issue that needs correcting. Right now the game has a special rule just so that we cannot use Professor Juniper and Professor Oak in the same deck in Expanded. Instead of making it so complicated, make it simpler instead: release a Supporter named “Professor” with the “Discard your hand. Draw seven cards.” effect. Now issue an errata so that Professor Juniper and Professor Sycamore are to be treated as if they were named “Professor”. No more complicated than having a rule that forbids running the two together, PLUS we can have the fun of alternate art versions of this card being released featuring lesser known “Professor” characters. :)

I wish that they could’ve just done a reprint of PONT as that would provide a competitively impactful card while still pandering to nostalgia…but then Shauna would be strictly outclassed (geez, this is all her fault). Maybe they could have revamped some of the other Oak cards like Oak’s visit, but boost the number of cards drawn. Or branch off slightly further and alter the effects of something like Impostor Professor Oak’s Invention so that it affects you in a beneficial way.
