I recall Pokébeach’s admin reckoning something else was meant to be SWSH153 and got cancelled – so that Pikachu was assigned SWSH153 filling in the gap, rather than that Pikachu always being meant to be SWSH153 and was arbitrarily held back. I have no idea what card got cancelled/reassigned and imagine it’d be a nightmare to try and figure out.
