While lulling its enemies with its vacant look, this wily Pokémon will use psychokinetic powers.

The original Trainer lock.
Nosredna
He’s looking for Seismitoad in that swamp
Mantidactyle
He’s much better than Seismitoad.
I’d say he’s looking for Extended Sheet Gastly !

Mantidactyle is, I assume, referring to a particular Vending Sheet Gastly with a [P] attack functionally identical to Headache. Unlike this Psyduck, however, Gastly’s item lock was a lot more threatening because it was running off a card with no weakness, a -30 [F] resistance, and free retreat, so that at one point tournaments in Japan limited how many copies of it you could play* because its item lock was too effective and low-risk to pull off. (I am relaying this information from https://wiki.ポケモン.com/wiki/%E3%82%B4%E3%83%BC%E3%82%B9_(%E6%8B%A1%E5%BC%B5%E3%82%B7%E3%83%BC%E3%83%88 )
* PCL rarely outright banned cards from tournaments, preferring to implement a ‘point’ system that limited how many of certain best-in-format cards you could play.
