There’s lots of evidence in card art that Pupitar seems to be able to throw itself around for attacks, but what is going on here? The Pupitar chem trails in this art look like they’re looping around those trees, so can this one just straight up fly? Or is there some magic bullet shenanigans going on here? We may never know…

Back in the day, Nintendo of America turned Pupitar’s category/classification into “Hard Shell Pokemon”, but it’s actually “だんがんポケモン” (Bullet Pokemon). It can propel itself forward like a bullet by venting gas that builds up inside its body.
