This card has not seen any play, and it’s unlikely to even in Expanded. The concept of surviving a hit in Expanded doesn’t really exist (outside of Item lock which also stops this), so healing is not useful. In standard, no deck will be able to find and reuse these.

Gardevoir ex specifically likes this effect because it places damage counters in multiples of two, which means it can only place ten damage counters on Drifloon SVI with a Bravery Charm without knocking it out, but if you remove one (or three/five/seven/etc), then you can attach again, bringing Drifloon up to 11 damage counters so it can hit the 330 breakpoint necessary to trade favorably with Charizard. Quad Stone is preferable to Potion since it only removes the one damage counter necessary to shift the math, whereas potion does that and then “negates” the damage from one usage of Psychic Embrace, requiring the Gardevoir player to have another energy in the discard to reach the magic number, which can be an issue since Gardevoir frequently runs out of discarded energies. Damage Pump LOR has also seen play for the same purpose and is probably the “optimal” way to set up Drifloons since it can both fix the math and act as a pseudo-heal 20 in a pinch
