Water Pokemon had to be made differently since they could be powered up quickly with Rain Dance, which means they had to limit the damage Water Pokemon could do (and saying you can’t add more damage with an attack like Water Gun). Giving Quagsire an attack with a different Energy cost means it won’t totally work with Rain Dance, but now it has an attack that can do more damage.
