Himeno’s HG & SS quilava card art also includes these violet flowers. I wonder what the significance of those are, if any?

COL contains a number of cards with artwork exclusive to the international edition of the game. I believe (at least) by this point in the series, artists would submit several possible versions of artwork for each commission, and then PCL would pick their favorites – so for example, of several Quilava Himeno submitted for L1, the one we see in L1/HGSS is the one which got approved. When PUSA/TPCI came to need an entire filler set to bide time until the international release of BW, the easiest way to do it would be a reprint set, but by using the “runner-up” artworks that artists had submitted, they were able to quickly put together a set that felt brand new.

This might’ve also been the case with EX Power Keepers, and I’ve speculated on a similar phenomenon with other international-exclusive artwork (c.f. my comments on DP47 Giratina Lv.X) – my conviction on this is pretty high. Nowadays, things seem like they might have shifted a bit? They might commission several artists for the same commission and then pick their favorite, which would explain international-exclusive artwork on cards like SWSH269 Sunflora – I suspect sig and Shigenori Negishi were both commissioned to do artwork for an S11 Sunflora, and while sig’s was picked and that’s what Japan got, when it comes time for PUSA to pick alt art promos, Negishi’s Sunflora was a ready-made “backup” for this circumstance. My conviction on this is eh – possible, but don’t feel sure on how probable.
