Funny that “Big Sparking” came out after they created the Rule Box phrasing (Battle Styles, early 2021) but it deliberately chooses to not use that phrase.

In contrast to a comment above, this Raichu isn’t the first card to omit “Rule Box phrasing” after its creation – the phrasing is based on Japanese text which debuted in S5R [2021.01.22]. So this Raichu (originally from S6a [2022.05.28]) does indeed come after the creation of the convention, but CRE Passimian (originally from S5a [2022.03.19]) and EVS Arctovish V (originally from S6K [2022.04.23]) are beating it to the punch in this contrived categorization.
Nor are any of them the last to continue to prefer to specify which sorts of multiprizers they target, nor can you really expect any of them to be the last. Creating a new category of 2-prizer that older cards aren’t able to specifically target – so that they’re “rising above the fray”, as it were – is an easy way to build in power creep to the card game without having to rely on bigger and bigger numbers to get the same job done. The ルールを持つポケモン phrasing probably best serves on cards like Path to the Peak that seem like they can play a crucial role for game balance across rotations and blocks, but you wouldn’t expect Rule Box Pokémon to be, I suppose, discriminated against, as a class when it comes to ‘punitive attacks’ like this one.
