Supply vs. demand only cares about this being a “Common” in that supply should be higher than if it were any other rarity; if demand is high enough then Commons and Uncommons can easily outstrip higher rarity cards. We see that right now with VS Seeker, an Uncommon that sells for more than many premium rarity cards. Demand may be higher because as stated, this is a reprint of a card that was initially a Rare (and a competitively successful Rare at that), and some may appreciate the alternate artwork much more.
Now… how does the whole Radiant Collection subset affect a card’s rarity? Do they replace like your Reverse Holo or just a card of the equivalent rarity? If the latter, then it wouldn’t actually affect the true rarity of this Raichu, at least relative to any other Common in this set. Yeah, rather n00bish question but I totally did not worry about such a thing while opening (virtual PTCGO) boosters for this set. ^^’ While I am asking potentially embarrassing questions: when I was actively buying, selling, and trading cards in the physical TCG (so waaaay back in early and mid-2000s), Commons (other than Basic Energy) had a base value of $0.25 USD. What is it like now?

Most Commons are only 10 cents or less. Even the Joltik and Pumpkaboo, pieces from the 2015-16 BDIF, are just 20 cents on most websites.
There’s clearly a pricing difference in the Radiant Collection; TCGPlayer lists nearly all of their Generations RC Commons at 25 cents or more.

Still just a common! The art coming out of the frame is actually just charms hanging from the stage indicator. It’s on many cards in this set, as the set is a celebration of Pokémon’s 20th anniversary!
