I own a TEU Skarmory with an idea closer to Hala’s. Like Hala, Skarmory checks if you have used your GX attack, while this Raichu checks if you used your VSTAR Power.

If you get a Pikachu and Arceus V into play on turn one, and attach a {L} energy to Pika, on turn two you can use Arceus VSTAR to search for a Twin Energy + another card. Then you can start firing off 220 damage

Attaching three energy cards to a Pokémon with only 120 HP is a bit risky, but EVS Flaaffy makes it more palatable.
Zoroark VSTAR and Decidueye VSTAR are alternative draw options, too
