The “once during your turn” and “you may” bits do really make it sound like a Poke-Power though. Powers are activated, Bodies are static… I’m pretty sure it’s a mistake that got reprinted in all languages.

this raichu was partially mistranslated, the word “power” in the english printing of this card’s poke-body reads correctly as “body” in the japanese printing. however, it is unique in that it’s the only poke-body ever printed with the “this can’t be used if (pokemon) is affected by a special condition.” clause. we don’t know whether or not link lightning was intended to be a power early on in the design process (it’s possible either way, honestly, because link lightning would work the exact same as either a poke-power or a poke-body) and if that’s just a leftover piece of text some card designer forgot to remove, but it ended up being better for raichu anyways because the environment of 2009 and 2010’s formats were much less kind to poke-powers
