WilliamH.
Raikou is a mean sniper of a card. He can rain down 100 damage upon ANY of your opponent’s Pkmn! That’s enough to OHKO most Basics, Stage 1, and even some weak Stage 2 mons. He will lose all his energy though, so pairing him with Eels will work wondered to fix that.
His first attack will be rarely used but has a chance to Paralyze, which is always very useful.
Raikou also has a very low retreat cost–free is Skyarrow Bridge is out!
His Lighting typing is great for taking out opposing Tornadus, just watch out for those mean Terrakions! :o
Quarter-Turn
An interesting card, to say the least. It has a lot of potential.
I don’t think it brings too much to the table that Zekrom/Eelektrik doesn’t already have in a more sustainable attacker with Zekrom. The snipe is redundant in a format where you can Junk Arm for Pokémon Catcher.
Once Junk Arm is rotated, I think this will be a stronger card.
People have talked about Catcher-ing up something that can’t attack and then sniping the bench, but most of the top decks have either Skyarrow Bridge (low to free retreat), energy acceleration (retreating isn’t an issue), or Darkrai EX.
Like WilliamH, I prefer the image on the non-FA.

Finally, something againts those Darkrai decks
