Pokémon Power ⇢ Legendary Body
As long as Raikou is your Active Pokémon, Raikou and Energy cards attached to it aren’t affected by effects from Trainer cards other than Stadium cards. As long as this Power is active, discard any Trainer cards attached to Raikou. (This power works even if Raikou is Asleep, Confused, or Paralyzed.)

The three non-holofoil legendary dogs* in this set share the Legendary Body as a Pokémon Power. Alongside myriad other Powers, Legendary Body was retconned into a Poké-BODY at the start of the e-Card era. (At least in Japan. I’m not going to bother to check what WOTC did, they just wanted to keep reprinting Base Set and treated the entirety of e-Card like it was a nuisance.)
