Are you…you can’t be….this is a missprint ,right? Outside of VS/Expedition/Aquapolis/Skyridge, I can’t think of a set where this would be “too much” for a basic pokemon that can’t evolve. Many modern sets have basic pokemon that CAN evolve that outperform this. Why…just…why?

It’s just the promo thing again. Magic the Gathering don’t print unique promos, they’re always alt. art reprints. This is so there’s never a promo that becomes a tournament staple and too hard to get hold of. In Pokemon they do print promos that don’t appear in sets, but they usually make them so bad you wouldn’t want to use them in a deck, for collectors only I suppose.

Yeah, they’re examples of why the Magic approach is more sensible. The promo Toxicroak G was also quite popular, luckily it was only used as a 1-of tech so it didn’t become impossible to find.
